I. Introduction Parking permits are required to park at The Catholic University of America, and the university’s parking rates are considered to be significantly below market for the DC area. To ensure equity among all employee groups, employees are required to pay for their own parking permits, except as specified in this policy. This policy also delineates payment guidelines for other constituencies that obtain parking permits. II. Employees All university faculty and staff are required to pay for their own annual parking permit either at the time of permit receipt or via payroll deduction unless they submit a Departmental Parking Payment form noting one of the following exceptions:
A department cannot pay the differential between a surface and garage parking permit for an employee. III. Independent Contractors Departments can choose to either pay for the parking permits of their independent contractors or require the independent contractor to pay for their own permit. If the department is paying for the permit, the department must submit an approved Departmental Parking Payment form, indicating that the party is an independent contractor. IV. Volunteers Departments can choose to either pay for the parking permits of their volunteers or require the volunteer to pay for their own permit. A volunteer cannot be a University employee for purposes of receiving departmental payment for parking. A permit for a volunteer should be less than one month in duration. If the department is paying for the permit, the department must submit an approved Departmental Parking Payment form, indicating that the party is a volunteer.
